Process:

Teska Associates has been hired by the Village of Hanover Park to assist in an extensive update to the Village’s Comprehensive Plan and Zoning Ordinance.  The Comprehensive Plan will develop strategies to manage change in a way that capitalizes on the Village’s unique opportunities by building on recent planning efforts, such as the Village Center TIF Plan, and the community’s existing assets, such as the Metra Station, the commercial corridors, existing housing stock, and the Village’s desire to mature into a thriving, green, and sustainable community.  The strategies found in the Comprehensive Plan will be reflected in the revised Zoning Ordinance, in order to ensure that future development builds upon Hanover Park’s existing assets. 

The Comprehensive Plan and Zoning Ordinance update process includes an inclusive public participation element with an emphasis on garnering input and support from the public and community stakeholders through public forums, public meetings, this website, and public surveys.  The goal is to have both the updated Comprehensive Plan and Zoning Ordinance adopted by the Village Board within the next 12 to 18 months.

What is a Comprehensive Plan?

Illinois State Statute allows a Village’s Development Commission to prepare and recommend to the Village Board a Comprehensive Plan "for the present and future development or redevelopment of the municipality."

A Comprehensive Plan is an official document adopted by the Village setting forth the policies and guidelines regarding the long-range physical development, including land use, transportation, community facilities, the environment, housing, historic resources, and economic development.  Comprehensive plans allow elected officials, residents, and staff to identify and plan for the physical, economic, social, political, aesthetic, and related factors that affect community growth and change.


What is a Zoning Ordinance?

A Zoning Ordinance is a set of laws and regulations, which are established to regulate and control the use of land and construction of improvements in a given area or zone.

The primary objective of a Zoning Ordinance is to protect the public health, safety, comfort, and general welfare of the people; to protect the character and the stability of the residential, business, public open space, environment, manufacturing and other areas within the Village; to promote the orderly development in accordance with the Comprehensive Plan; and to decrease land use conflict by prohibiting uses, buildings, or structures incompatible with the character of development of intended uses within specified zoning districts.
