The Rockton Economic Development Strategic Action Plan demonstrates how the principles outlined in the Winnebago County Balanced Growth Initiative can be incorporated into a plan promoting sensible future land use, transportation, infrastructure, utilities, open space and urban design.

Located in the rapidly growing area between Rockford, Illinois and Beloit, Wisconsin, Rockton is known for its rural environment in combination with an industrial presence, strong tourism and historic assets. With the loss of the Wagon Wheel Resort as a major center of tourism, the community saw a need to refocus economic development efforts. Rockton is capitalizing on increased demand for housing in the region by revitalizing its retail base, maintaining its industrial presence and capitalizing on historic and natural resources.

In 2006, Teska Associates, Inc. and Business Districts, Inc. were engaged by the Village to develop the Rockton Economic Development Strategic Action Plan. The plan is a creative and practical market-based plan which includes realistic action plans that the Village can pursue towards implementation. Key components of the plan include identification of site redevelopment opportunities, improvements to pedestrian and vehicular circulation, landscape and streetscape recommendations, and facade enhancements.
