The Village of Willow Springs has undertaken a planning effort aimed at creating a sustainable Village Center and promoting economic health in the community. The Archer Avenue Corridor serves as the major business district in Willow Springs and functions as the main thoroughfare linking the new Village Center and residential neighborhoods in the area. The Village retained Teska Associates, Inc. to perform a rezoning study of the corridor, which found that the zoning regulations guiding the development of the corridor did not recognize its physical and market conditions and land use diversity.

Teska's recommendation for rezoning featured the creation of the Archer Avenue Overlay District intended to enhance the existing overall physical character of the corridor, while meeting the needs of the predominately auto-oriented commercial business. Teska crafted a unique Overlay District allowing the Village increased control over land use, architecture, and site design. Consistent with the goals of the Village Comprehensive Plan, this Overlay District seeks to encourage high quality retail, office, mixed-use, and residential development, while preserving and enhancing the open space character of the corridor.
