Teska Associates, Inc. assisted the City of Rockford by evaluating transportation and land use alternatives for their potential to revitalize the North Main and Auburn Business District. Based on this analysis, Teska recommended a preferred transportation improvements and defined a strategy to encourage the revitalization. The vitality of this business district had been in decline for many years. This decline resulted in a visual appearance of decay, vacancies, business and property disinvestment and declining market share. The area has also experienced a loss of the sense of place and community once perceived in the heart of the four neighborhoods which surround the district.
Land use and site design configurations proposed the restoration of a pedestrian-friendly shopping environment supported with additional residential opportunities to drive a healthy, vibrant mixed-use district. The scale and orientation of new buildings and off-street parking, along with rehabilitation of existing buildings, are key components to the successful revitalization. Public comments from the community meetings are incorporated into the revitalization plan.
