Faced with increased development and a strained transportation network, Boone County sought to address the issue by creating a sub-area plan for the northeast portion of the County, focused on transportation network improvements. Teska Associates, Inc. was part of the team that created the Northeast Area Plan. Teska focused on utilizing existing conditions, current zoning guidelines and future land use plans for both the communities and the unincorporated areas of the County to determine the potential growth in the sub-area. The utilization of a GIS allowed Teska to create development scenarios for 2020, 2030 and 2040. The quantifiable characteristics of the future development, including residential units, future employees and commercial square footage, were utilized in the determination of necessary roadway capacity improvements for the sub-area. In addition, Teska assisted in the creation of design guidelines and proposed corridor improvements to preserve and enhance the existing character of the communities where increased corridor capacity was needed.
