With a new minor league baseball stadium, the College Football Hall of Fame, the St. Joseph River and Raceway, and a strong institutional core the City of South Bend has many of the key components of a successful downtown. The City also has completed numerous market and economic studies which addressed various components of downtown. The consulting team of Teska Associates and Business Districts Inc. was retained by the City to pull these pieces together into a cohesive action plan for downtown redevelopment.
The resulting strategic plan includes specific sketches and plans for each of five distinct functional areas within the downtown. Sketches include streetscape and facade improvement suggestions, while plans address major land use and appearance issues. The strategic plan also addresses ways to link these areas together, and provides gateway suggestions to welcome visitors to downtown South Bend.
Also included are specific recommendations for marketing, management, and promotion of the downtown. These strategies include ways to strengthen an existing downtown organization and a clear outline of action steps needed to implement the strategy. These action steps include an assignment of responsibility, estimate of cost, and suggested time frame for completion.
