The City is prepared for the challenges of growth and change in the 21st century. Since 1999, it has twice relied on Teska Associates, Inc. to guide it through the preparation and adoption of long-range plans and development regulations to implement those plans, most recently with the adoption of the 2030 Comprehensive Plan. Under the authority of Wisconsin's Act 9, the Plan, in conjunction with zoning, subdivision and other regulations, implements a balanced approach to growth management, capital planning, economic development and community building. Teska has introduced, through this process, a formal evaluation of development staging and community readiness in advance of annexation and development entitlement.
