The City of Loves Park (population 17,000) is located along the Rock River, north of Rockford, IL. The Comprehensive Plan utilizes traditional neighborhood development principles in order to manage the location, type and quality of growth into the twenty-first century. A principal objective of the Plan is to create a transition from Loves Park's urban area to rural and agricultural areas in adjacent Boone County. By encouraging the creation of more dense settlement areas based on traditional neighborhood models, growth can be accommodated in these transitional areas while preserving low density residential and agricultural properties. Traditional neighborhood developments offer a variety of housing types and lot sizes, local parks, small scale village center retail areas and neighborhood convenience centers, surrounded by farmland, open space and low density development.
Improving and maintaining the character of commercial corridors in Loves Park is another objective of the Plan. Landscape treatments, sign and facade beautification programs, and design guidelines are proposed in order to ensure continued commercial development which generates a positive perception of Loves Park.
