Macomb, population 20,000, is a west central Illinois community that serves as a regional center of commerce, education and health care. The City is the seat of government for McDonough County and is home to Western Illinois University. Macomb is serviced by Amtrak, and work is underway on a new highway from Quincy to Macomb that will eventually connect the City to Peoria. Macomb also enjoys a well-established bus system for travel within town.

The Comprehensive Plan provides a thorough assessment of Macomb's current condition, establishes a policy framework for future action, and concludes with an implementation plan that includes an array of financing opportunities to assist the community in making needed investments. Key elements of the Comprehensive Plan zero in on land use, transportation, community facilities, public utilities, technological infrastructure, environmental issues, sustainability, housing, urban design and economic development.

The planning process involved the active participation of a large and representative advisory committee, two community surveys, imagegallery from numerous interviews with community leaders, several open houses and a project website.
