The Town of Plainfield, Indiana initiated the development of a strategic action plan for downtown Plainfield and its surrounding neighborhoods. The consultant team of Teska Associates, Inc. and Business Districts, Inc directed this effort. The resulting plan provides an aggressive and visionary approach to the revitalization of the "central place" of this rapidly growing suburb located just west of the Indianapolis International Airport.

Key features of the plan included identification of 11 redevelopment opportunity sites, extensive design guidelines, and neighborhood revitalization strategies. The proposed streetscape built on Plainfield's location along the National Road, a federally designated Scenic Byway. The action plan provides recommendations relative to timelines, responsible entities, costs, and source of funds that Plainfield can utilize to monitor its success.

Development of the plan involved a consensus-oriented process involving interviews, reconnaissance, research, interaction with state agencies, group workshops, newsletters and the use of the Town web site.
