In 2000, the Village of South Elgin, with the assistance of Teska Associates, began preparation of a Comprehensive Plan Update. In conjunction with this work, Teska Associates also prepared a design manual that addresses design concepts for public streetscape and riverwalk improvement plans. This manual provides guidance for public realm improvements, including the downtown streetscape, Gateway Plaza and Pioneer Park. Also, private developments such as the River Crossing condominium development incorporates design manual recommendations.
Created through a community consensus building process, the design manual provides direction on the type, character and quality of various streetscape, riverwalk and building facade improvements for the project area. The manual also includes a detailed set of architectural guidelines to establish the character of the design theme desired for the Village. The Village has adopted design themes that reflect the local history of the area. Dominant features within the Village, such as local quarries and an historic trolley museum inspire urban design elements such as signage, street furnishings, paving, plantings and lighting.
