To preserve existing community character, the City of Mequon, WI is contemplating a purchase of development rights program for nearly 12,000 undeveloped acres. The City retained TAI to prepare a Marginal Cost Fiscal Impact Analysis to calculate the possible fiscal impact of varying densities of residential and industrial development. These impacts can be compared with the long term cost/benefit of development rights. Teska presented the City with a spreadsheet model of the analysis which City Staff can use to evaluate other scenarios and update assumptions in the future.
