Moving forward from a community visioning process in 2007, the City of Dubuque commenced with its revitalization initiative for the Washington Neighborhood with a planning process aimed at developing strategies to improve the neighborhood's qualityof-life. Led by a Citizen Coordinating Committee, neighborhood stakeholders participated in workshops to brainstorm ideas for programs and projects in three core issue areas: (1) families, youth and education; (2) economic development; and (3) housing. Teska Associates, Inc. led the committee at each step of the planning process, ensuring the neighborhood was able to build local leadership that would be a valuable asset when it comes time to implement the strategies. With a work program defining over 75 projects and programs, the Washington Neighborhood has a plan of action that it can implement to help revitalize its quality-oflife.
To ensure the implementation of the work plan stays on task and is supported by the necessary resources, the City and neighborhood worked together to establish the Washington Neighborhood Development Corporation (WNDC), which was established in Autumn 2009. As one of the only CDC's in Iowa, the WNDC continued to collaborate with Teska, particularly in training the new board and drafting its first strategic plan in early 2010.
