
Teska Associates, Inc. spearheaded the Macomb Comprehensive Plan during a year-long planning effort that culminated with its adoption by the City Council in December 2007.
Macomb, population 20,000, is a West Central Illinois community that serves as a regional center of commerce, education and health care. The city is the seat of government for McDonough County, home to Western Illinois University, serviced by Amtrak, and will soon benefit from a new highway running from Quincy to Macomb that will eventually connect to Peoria as well. Macomb also enjoys a well-established bus system for travel throughout the community.
The Teska planning team provided a thorough assessment of Macomb’s current condition, established a policy framework for future action, and set forth a dynamic implementation plan, which included an array of financing programs to assist the community in making key investments. The plan emphasizes the interrelated nature of land use, transportation, market forces, public facilities and utilities, technological infrastructure, the natural environment, sustainability, housing, urban design and economic development. It is a holistic document that establishes a clear and ambitious agenda for the years ahead.
The planning process was highly participatory, involving the active participation of a large and representative advisory committee, two community surveys, interviews with numerous civic leaders, neighborhood workshops, several public forums and a continuously updated project website. The result of this effort is a forward looking plan that will guide investments and urban development for the next 20 years.
