With 10+ years of experience at Teska, Todd's planning background includes experience in neighborhood plans, special area plans, comprehensive plans, zoning, development review, site planning, tax increment financing, community engagement, GIS, and planning and design graphics. He has been significantly involved in building Teska's strong partnership with the Regional Transportation Authority (RTA) on multiple transit-oriented mixed use district plans and TOD plan implementation initiatives throughout the Chicago metro area. He has also been involved in the preparation and revision of comprehensive plans for various Illinois communities, with the Canton Comprehensive Plan being notable as it led to Teska maintaining a strong partnership with the City to prepare downtown streetscape enhancement plans and other urban design projects.
Todd has also developed extensive experience assisting with Teska's neighborhood planning work, particularly in Aurora, IL; Elgin, IL; the Washington Neighborhood in Dubuque, IA; and the Washington Park Neighborhood on Chicago's South Side. With Aurora and Elgin, he assisted both communities with developing neighborhood planning processes in the form of a handbook to help the cities and their neighborhoods build partnerships aimed at community improvement. In addition, his work with Chicago's Washington Park Neighborhood led to other community-based planning work in other Chicago neighborhoods to strengthen local leadership, foster economic development, and formulate strategies for community improvement.
Todd received his Masters degree in urban planning from the University of Michigan. Before earning his Masters degree, he studied urban planning and design in Boston and Cambridge at the Harvard University Graduate School of Design. Todd also holds a Bachelors of Science degree in civil engineering from Northwestern University.
